SingPost execs terminated following whistleblowing scandal

Singapore Post Limited (SingPost) has terminated its Group CEO Vincent Phang, CFO Vincent Yik, and International Business Unit CEO Li Yu following revelations from a whistleblowing report earlier this year. The report, which also reached the Info-communications Media Development Authority (IMDA), exposed alleged falsifications in delivery status codes within the company’s international e-commerce logistics operations.

Investigations revealed that managers in the International Business Unit Operations (IBU) had manually updated the “delivery failure” status of transshipment parcels without making actual delivery attempts or having supporting documentation. These manual updates were not in line with the Company’s standard procedures for updating delivery statuses. 

It seems that the customer would have received status updates from SingPost indicating that delivery attempts had been made for their items, when in fact, no such attempts were carried out, and there was no supporting documentation to substantiate these updates, which had been manually entered into the SingPost system.

According to SingPost’s SGX announcement, these actions were aimed at avoiding penalties tied to performance benchmarks under a contract with one of SingPost’s largest clients.

As the probe went on, SingPost had already taken action against three lower-level operations staff, terminating them for their involvement in falsifying delivery data. Such as termination and filing a police report against them.

However, yesterday’s announcement marked a significant escalation, with the termination of the three senior executives. This highlighted lapses in leadership.

The terminated executives were found “grossly negligent” in handling the whistleblowing reports, failing to verify key facts, and making misrepresentations to the Audit Committee. These actions undermined SingPost’s governance and internal controls.

As employees of the companies, the report noted that the executives have “failed to exercise due diligence and breached their duties to the company”. This undermined the group internal audit, an independent body which manages and investigates whistleblowing incidents. 

Due to the findings in the investigation, SingPost noted that the board has lost confidence and trust in the judgement of the three executives in their role in protecting the interest of the company.
SingPost’s internal audit team, with oversight from the Audit Committee, engaged external legal counsel and forensic experts to probe the allegations. The findings prompted disciplinary action, leading to the termination of three executives.

However, Mr Phang and Mr Yik have each stated that they will contest the termination of their employment on the grounds of procedural unfairness.

As part of its leadership succession plan, SingPost has named Isaac Mah, CFO of FMH Group, as the incoming Group CFO, pending regulatory approval. Board Chairman Simon Israel will oversee operations while the search for a new Group CEO is underway. Business continuity measures have been activated to minimize disruption.
